Tools to assist regional councils
Work is being undertaken, in consultation with the Water Subcommittee of Local Government New Zealand’s Regional Affairs Committee, to help develop tools to assist regional councils in freshwater management.
A priority within this work-stream is identifying and promoting good practice. The Water Subcommittee has expressed a strong preference for regional councils to take the lead.
Over the years, the focus of research and consultation has been to develop better understanding of:
- Issues around potential water bodies of national significance.
- Issues around water quality.
- Effects of land uses on water quality.
- Water property rights – issues and perceptions.
- Current water management practice (including methods for allocation and flow setting).

The purpose of the Quality Planning website is to promote best practice by sharing knowledge about all aspects of practice under the Resource Management Act 1991 (RMA). It is a resource for council practitioners and consultants, environmental managers and others involved in resource management practice under the RMA.
The website provides best practice guidance on a number of areas under the RMA. Two of these relate to fresh water:
