Christchurch City Council
Christchurch City Council is the first council to pass a by-law
to encourage recovery of resources from cleanfills. The by-law
also makes provision for a waste minimisation levy on certain
materials disposed at cleanfills. The by-law took effect on 1
March 2004.

North Shore City Council
As part of Local Government Act 2002 requirements, North Shore
City Council is undertaking a review of its solid waste by-law.

| Charge waste levies |
North Shore City Council
North Shore City Council are consulting through the Long Term
Council Community Plan process on a proposal to charge a waste
levy per tonne of waste collected for disposal to landfill and
cleanfill. The proposal follows a detailed options appraisal in
line with the Local Government Act 2002 assessment criteria. Once
the council has considered consultation responses, a decision
on the introduction of the levy will be made.

| License operators |
North Shore City Council
North Shore City Council will review their current waste by-law
and introduce waste operator licensing. Licensing will apply to
all solid waste management operators collecting waste on the North
Shore. The main purpose of operator licensing is to monitor service
quality and provide refuse and recycling data to enable the monitoring
of our progress in waste minimisation and fulfil requirements
under the Sanitary Assessment aspects of the LGA 2002. Operator
licensing will also provide a mechanism to collect a waste levy
once consultation responses on this proposal have been considered.
