Eleven Landfills (of 16 located in the pilot area) record disposal quantity as tonnage. In 2003 these accounted for around 286,000 tonnes or 76 % of the waste quantity in the Waikato and Bay of Plenty, the remainder of the landfills record quantity based on a combination of volume delivered and site surveys. Where only waste volume figures are available, waste tonnage has been estimated.
Where disposal tonnages are measured using weighbridge, the information is available, in theory, on a daily basis. Information could even be provided on a load by load basis. Volume based data is generally an assessed volume, based on either typical volume for different vehicle or load types or measurement of the change in the volume of the landfill. In the second case information may only be collected 6 monthly or annually and needs to make an allowance for the degree of cover material used over the period.
There are several organic waste processing companies in the Waikato and Bay of Plenty. Approximately two thirds of the organic waste is passed over a weighbridge and accurately weighed.

While there is the potential for commercial advantage to be gained or lost through sharing data about waste quantities (both disposed and diverted), the commercial operators participating in the pilot project have been able to share data on the understanding that reporting will be on a regional basis. This ensures that commercially sensitive data such as the identity of individual clients and quantities of waste from small areas is not made available through the reporting process.
