Aquaculture implementation

Once councils have Aquaculture Management Areas (AMAs) in their regional coastal plans, applying for a resource consent for a marine farm will be simpler and more certain.

However, quite a bit has to happen to get to this point. Councils, communities and stakeholders will need to decide how much information is enough to provide a robust plan and meet the requirements of the RMA. Some councils may have to redirect resources to make sure they have enough time and skilled people to do the work.

The Ministry for the Environment, Department of Conservation and Ministry of Fisheries have developed an RMA implementation plan with projects that will help councils pick up their role and responsibilities. This plan was developed in close consultation with regional councils and unitary authorities and outlines 14 implementation projects.

  • Coastal occupation charging (Department of Conservation)

Central government agencies understand and implement their statutory responsibilities

  • Formulate policy, procedures and specifications to guide the Undue Adverse Effects test (Ministry of Fisheries)
  • Registry and administrative functions (Ministry of Fisheries)

Transition issues are appropriately managed

 

  • Consents (Ministry of Fisheries & Department of Conservation)
  • Audit and transfer aquaculture records to councils (Ministry of Fisheries)
  • Process interim AMAs (Ministry of Fisheries)
