Updates to allocative baselines - 2014

Amendment regulations

On 25 November 2013, the Governor-General authorised by Order in Council the amendment regulations which will change the ETS allocative baselines.

The regulation changes come into force on 1 January 2014. 

The changes incorporate emissions from fugitive coal-seam methane and the direct use of liquid fossil fuels in stationary equipment into the allocative baselines. This increases the allocative baselines for 13 eligible activities.

In addition, the emissions intensity of the manufacture of carbon steel from cold ferrous feed, which is an eligible industrial activity, changes from ‘moderate’ to ‘high’.

Work on the updates to ETS allocative baselines is complete.
